Services
Each service stands on its own, so I can join a project at any stage. Hire one, or several at once. Each is scoped and priced in writing before work starts.
1. Site feasibility report
Testing a site before you commit? I check whether it can work: the approval routes (by right, streamlined, density bonus or discretionary), the funding programs it fits, and a first financial sizing. You get a written report with the best path forward, what it needs, and the risks. If there’s no good path now, it says so plainly and says what would have to change.
Several sites? A screen grades each one first, so you pay for a full report only on the sites worth pursuing.
2. Entitlements, approvals and building permits
A route through approvals, and help carrying it all the way to permits: application strategy, state housing law (density bonus, the Housing Accountability Act, streamlining), coordination with planning and housing staff, hearing preparation and conditions review, then plan check, fees, utility will-serve letters and permit issuance. I work alongside your land use counsel, architect and CEQA consultant.
3. Funding applications
Program fit and timing, scoring strategy, the application assembled and reconciled, the portal upload, and follow-through on staff questions.
Programs: CTCAC 9% and 4%, CDLAC tax-exempt bonds, the new Housing Development and Finance Committee (HDFC) single application as it launches, HCD (Multifamily Housing Program and its successors), AHSC, HOME, USDA 514, FHLB AHP, and local NOFAs.
4. Debt and equity: strategy and offer review
Advising you through the tax credit equity and construction and permanent debt process: what to ask for, your financing summary, a side-by-side comparison of the offers you receive, and advice on the letters of intent, term sheets and key partnership terms. You approach the investors and lenders and make every decision; I make sure you’re comparing real terms.
5. Construction closing
From award to construction closing: readiness deadlines (CTCAC and CDLAC timelines, carryover and the 10% test), the closing checklist, due diligence, lender, investor and agency conditions, and sources and uses reconciled at close.
6. Construction through completion
Owner’s-side support while the project is built: draw packages reviewed, budget and schedule tracked, change orders checked against contingency, and lender and investor reporting kept current, so the project reaches completion ready for placed in service. I work alongside your general contractor, architect and the lender’s inspector; I don’t replace them.
7. Placed in service, lease-up and perm conversion
The CTCAC placed-in-service package, cost certification coordinated with your CPA, the 8609 request, lease-up tracked against the lender’s and investor’s tests, and the permanent loan conversion package.
8. Acquisitions, resyndications and refinancing
For existing properties: acquisition and disposition analysis, Year 15 exits, recapitalizations and resyndications, and refinancing, from the first numbers through closing.
9. Interim development leadership
A senior development lead while you hire or restructure: I direct project managers, carry projects day to day, and keep the pipeline moving until the permanent seat is filled.
Not sure which you need?
Most projects start with a 15-minute call. Get in touch and we’ll work out which parts of the project you need help with.
Business, administrative and financial consulting only. I don’t provide construction management, inspections, engineering or architectural review, or real estate brokerage.
