Be One Housing Group is my consulting practice. I’m Justin Llata, based in Sacramento and working across California.

I’ve spent twenty-two years in affordable housing development, more than fifteen of them in executive roles. Twenty of those years were at Visionary Home Builders of California in Stockton, where I rose from project manager to development director, then to chief operating officer for ten years, and later chief real estate development officer. I led 9% applications as a development director and senior project manager, structured a hybrid 9%/4% office-to-housing conversion with a vertical subdivision, oversaw acquisition-rehab resyndications, USDA farmworker communities and new construction, and founded the organization’s property management division, which grew to more than 1,200 units.

I then served as COO and head of development at Innovative Housing Opportunities, where my team won a 9% award with a perfect score, and as an associate director at the California Housing Partnership, advising nonprofit developers and housing authorities on financing.

Since 2023 my consulting work has included a permanent loan conversion and placed-in-service package for a housing authority’s 90-unit senior property, and a joint CTCAC/CDLAC 4% bond application for a 52-unit HUD Section 8 preservation acquisition-rehab.

I hold a B.S. in Computer Science from Cal Poly, San Luis Obispo.

Outside of work, I enjoy spending time outdoors with my wife, daughter, and two dogs.
